the Civil Services Academy (CSA) launched its flagship National Outreach Program (NOP) for Minority CSS Aspirants in July 2025, marking a major step toward enhancing inclusivity and minority representation in Pakistan’s civil services.
The National Outreach Program for Minority CSS Aspirants is a comprehensive, multi-phase initiative aimed at encouraging and preparing students from minority communities (including Hindu, Christian, Sikh and other underrepresented groups) to compete effectively in the Central Superior Services (CSS) examination.
Promote inclusivity in Pakistan’s bureaucracy by supporting minority aspirants.
Address long-standing underrepresentation of minorities in civil services.
Provide targeted training, mentorship, and exam preparation resources tailored to the specific needs of minority candidates.
Awareness Sessions: Conducted across multiple universities nationwide to inform minority students about the CSS exam process and opportunities.
Residential Orientation: A one-month foundational course at CSA to equip participants with essential knowledge and skills required for CSS.
Intensive Preparation (2026): A proposed four-month advanced coaching phase designed to sharpen candidates’ subject knowledge, test-taking strategies, mock exams, and interview preparation.
The launch ceremony was attended by senior officials, including Federal Minister for Law, Justice & Human Rights, who reaffirmed Pakistan’s constitutional commitment to equality and minority rights under articles like Article 36.
In recent CSS cycles, only a small number of minority candidates qualified despite quotas, highlighting the need for structured support.
The outreach program seeks not only to help candidates pass the CSS exam but also to build confidence, leadership skills, and long-term inclusion in public service.
